The Italians say no.

By staying at home. Of course, Reasonable people know that voter apathy is the reason people stay home. Clearly, Fertility was not a pressing Italian issue. Besides, the wealthy can always go abroad to get the treatments they want. What other reason could there be?

The one Fools know: staying home is the right thing to do. By law, all referendums require a 50% turnout in order to be legally binding. Fools know this. They stayed home in protest. The Vatican had called on all Catholics to boycott the referendum. The Italian Catholics responded.

BBC, strangely enough, seems to get both the meme and the message:

Turnout is thought to have been affected by both a call for abstention made by the Catholic Church - backed by the Pope, as well as voter apathy.

Perhaps the resistance to the Dictatorship of Relativism has scored its first victory.
